Ethics Policy
The purpose for this Ethics Policy is to support a culture of openness, trust, and integrity in all Pacifica Foundation’s management and business practices. A well-understood ethics policy requires the participation and support of every Pacifica Foundation employee and volunteer.
At Pacifica Foundation we are dedicated committed to conducting all of Pacifica Foundation affairs and activities with the highest standards of ethical conduct.

Statement to the National Federation of Community Broadcasters Conference
from the interim ED of the Pacifica Foundation
The Pacifica Foundation is currently in a period of transition. It might be more accurate to say that we are experiencing more transition than usual.
What direction are we headed in?
We are going back to basics. Back to the Pacifica Mission. Back to our core model of producing high quality, unique, radical, relevant, incisive and courageous radio that speaks truth to power.
Like most of you, we are facing financial challenges. Our response to both internal and external deficiencies is to use our creativity, initiative and guts to produce and air better programming and to assist others to do the same.
According to a 1962 interview at WBAI with Eleanor McKinney, author or 'The Exacting Ear: the Story of Listener-sponsored radio': "Lewis Hill [Pacifica Founder] reminded us, 'In a crisis--grow. That's the only creative possibility--take a risk and expand.'" <http://www.well.com/gopher/Communications/KPFA/about/about.pacifica>.
So that's what we're doing. Our voices, both inside and outside Pacifica, are needed now just as much as they've ever been. We are open to your participation in any way you think you can help. We will do our best to assist you if we can.
We value and have confidence in our Affiliate Network and Coordinator and want you to know that Pacifica is sincerely committed to its existence and expansion. We are investigating ways to provide the infrastructure and services that would best fit your needs.
Does the world need one unified voice? I don't think that's the Pacifica way. The world needs many, many voices. Hopefully, singing in harmony.

Pacifica Radio turns 60 years old today, April 15, 2009. Lew Hill and a staff of four launched the first listener-supported radio station in the world on April 15, 1949 at 3:00 PM, in a makeshift Berkeley studio, with the words: “This is KPFA Berkeley.”
The rest is History. Four more cities gained the sound of Pacifica when local residents created new Pacifica stations KPFK in Los Angeles, WBAI in New York City, KPFT in Houston, and WPFW in Washington DC.
Pacifica also inspired a movement of community radio stations throughout the United States, many who are independent and locally based, but are affiliates. As a result, the Pacifica Network, today, includes approximately 150 stations, that collaborate daily to bring grassroots community radio and free media to American citizens.
For sixty years, since the McCarthy era, America’s oldest independent media network has defied political pressures and the conventions and internal censors inherent to mainstream media. A haven and training ground for artists and journalists, Pacifica has been the vanguard of free media. Breaking important news, providing historical and political analysis, and discovering some of our greatest artistic talents, Pacifica Radio has brought us the great voices of each era.

Welcome to the new Pacifica.org - a completely revised website from Pacifica
Radio! This new site features more Pacifica programming - in a layout that is
much easier to use (and flexible) than ever before!
First, regarding the new look of the site, you will notice a set of icons of
the top right of the page - these icons allow you to customize the look of this
website, allowing for up to 12 color combinations (to allow you to make this
more personal ), 3 different font sizes (to accommodate for various visual needs),
and 3 page widths (to accommodate for different screen sizes).  customize your visit with these icons
In terms of content, you can find the most recent Pacifica program segments
on the new homepage, organized by current and important topics - currently these
segments are mainly Democracy Now!, and FRSN, but potentially, these segments
can originate from any of the 360 plus Pacifica programs.

Grigsby Hubbard appointed the Interim General Manager of WPFW Radio
It is my pleasure to announce the appointment of Grigsby Hubbard as interim General Manager of WPFW effective immediately. Mr. Hubbard was one of the founders of WPFW and has maintained a commitment to the station for over 35 years. His involvement actually began before the station even went on the air. He is well known and respected by virtually all stakeholders of WPFW. Mr. Hubbard has decades of managerial experience in both the nonprofit and for profit sectors.
I would like to thank Ron Pinchback, outgoing WPFW General Manager, for his years of service and commitment to WPFW and Pacifica and wish him well in his future endeavors.
I will be working closely with the LSB in the selection of a permanent general manager for WBAI as provided in the Pacifica By-laws. I look forward to collaboration with WPFW staff and management and the WPFW Local Station Board in this transition period to ensure the future success and stability of a station cherished by many in our nation's capital.

Statement from the Pacifica iED regarding WBAI

We have received complaints about programming that may be threatening the financial and legal health of the Pacifica Foundation. Therefore, following legal advice, we are taking preparatory measures to secure our broadcast signals should we need to prevent legal liability as a last resort. These precautionary measures will be taken at all five stations under advice of Counsel. Pacifica is the license holder for all five stations and is ultimately responsible for everything broadcast over all of them.
No one on the National Board or at the National Office or at any of our Pacifica stations wishes to threaten any high quality, community-based programming at our stations that conforms to the Pacifica Mission.
The Pacifica Foundation is facing a severe financial crisis. Multi-year downtrending listenership at all of our stations has been eroding our membership and net income. The economic downtrends in society as a whole are also impacting us. Restructuring is occurring at most of our stations which has already reversed the decline at a station or two.
The National Board as well as Pacifica senior management understands the urgency of addressing the shortfalls at WBAI, which are particularly severe. WBAI is also saddled with extremely high overhead mainly due to leases for both the WBAI offices and transmitter entered into in better financial times.
According to James Ross, the Chair of the Pacifica National Finance Committee:
WBAI has operated at a deficit for years. This practice is not supportable and in fact is a threat to the Pacifica foundation:
-WBAI owes the foundation at least $800,000 in unpaid central service fees and billbacks. This debt has accumulated since 2006.
-Through the first five months of the current fiscal year, WBAI is operating at a deficit of at least $30,000 per month, despite layoffs last fall designed to cut costs and bring the station to financial stability.
-WBAI's on-air fundraising has declined in effectiveness at a rate of about 12 percent per year since 2003. Now the station's drives are close to a month long yet still fail to meet budgeted goals.
-WBAI is four months in arrears on its office rent (balance due: $128,072.34). It is also 2 months behind on the rent for the facility that houses the transmitter. This bill comes to approximately $35,000 per month, according to National Office Finance Staff. The total in unpaid rent at WBAI comes very close to $198,000.
Pacifica no longer has the reserves to underwrite WBAI's continuing deficits. Last year the foundation had to take out a line of credit, secured by another station's assets, to cover costs unpaid by WBAI. This line of credit has not been paid back, and these assets are still frozen. Further, non-payment of bills may lead to involuntary bankruptcy, which could be catastrophic for our foundation, given our extremely valuable assets, the station licenses.
Currently, we are at risk of being sued for breach of our lease agreements, which could have dire consequences. In the case of the Tower lease where our transmitter is located a continuing breach could result in a loss of our signal.
WBAI, however, is in the largest radio market in the U.S. With a signal that covers a population of 19 to 20 million people, improved programming will certainly boost our listenership, which will result in increased membership and listener support. This approach is advocated by the Pacifica National Board. As long as our listeners, staff and governance bodies work together to bring needed changes we see no major obstacle to a resurgent WBAI that is more vital than ever.
Some staff at the National Office, some Pacifica National Board Directors and the General Manager and some staff at KPFK have come forward to offer support and help. The GM of KPFA has also been sympathetic and offered support in this effort. In light of that, I have planned to come to New York with our iCFO, LaVarn Williams, along with several staff loaned to us from KPFK, to assess what is needed at the station. We also intend to roll up our sleeves, fix what needs fixing, wipe out any backlogs such as in mailing out premiums, repair equipment, enhance the website and give a boost to WBAI.
We assume that the vast majority of people associated with WBAI will not only agree with our efforts but also offer their help. In addition, your financial support would be much appreciated at this time.
Our success will ensure the financial integrity and continued existence of WBAI.

Statement to our Listeners about Governance & Management Changes
From the desk of the Pacifica Acting Interim Executive Director:
Hi, I'm Grace Aaron. I was elected Chair of the Pacifica Foundation's National Board of Directors on Feb. 1, 2009. As Pacifica currently does not have an Executive Director, the Bylaws state that I must fill that position until an interim or permanent Executive Director is hired. The other PNB officers are Vice Chair, Joe Wanzala, PNB Director from KPFA in Berkeley, and our pro tem Secretary, Efia Nwangaza, one of our two PNB Affiliate Directors.
